China considers amending laws to boost private schools

Legislators recently deliberated amendments to laws on education to promote the development of private schools. According to the amendments, private schools will be able to choose their own method of operation and register as non-profit or profit-making enterprises.
Non-profit private schools will charge fees according to regulations set by local governments, while for-profit private schools will have the ability to decide the fee criteria on their own. Private schools operating in violation of the regulations and rules would be shut down and violators would be forced to return fees and face fines between one and five times their illegal gains, said the amendments.
