Editor’s note: Urban management officers(so called “Chengguan” in Chinese) have a bad reputation for their violent enforcement of regulations, and their bad treatment of street vendors. The news that graduates with doctoral degrees applied for this position aroused heated discussion on the internet. Urban management staff in Shanghai receive the same remuneration as civil servants, which is regarded as the most important factor that attracted so many university graduates to apply for these limited positions in recent years. At the same time, government departments hope that by recruiting higher quality university graduates, they may change the reputation of urban management officers in the future.
